Nomura, Admiral Kochisaburo, 1877-1964

Nomura was Japanese Ambassador to Washington in the last days before the war. He was given little leeway to negotiate with Cordell HULL and was out of touch with Japanese political developments. Nomura presented the Japanese declaration of war to Hull about eighty minutes after the attack on Pearl Harbor began on 7 December 1941.
